Aren't those only for new cars? Or do some states have them to get registered?

Don't know I'm afraid, I'm not familiar with US legislation. They've been banned in the EU for many years (except for those with spring loading like Mercs or retraction like Rolls) although I don't know if enforcement on used cars is necessarily strict.
